After graduating from the Goetheschule in Einbeck, Hoppe first completed a traineeship at the Allgemeine Zeitung in Uelzen and at the Christian Press Academy and then studied Religious Education in Hanover. He then worked from 1986 to 2002 as a deacon at the Evangelical Lutheran Lamberti church in Aurich.

Thilo Hoppe 1990 became a member in the GDR citizen movement democracy Now and still in the same year in the alliance 90.

He was chairman from 2005 to 2009 and deputy chairman of the committee for economic cooperation and development of the German Bundestag from 2009 to 2013
